Strengthening the governance of lecturer academic promotion requires not only careful and objective assessment of scholarly work but also a clear division of duties and a commitment to academic integrity. To support this, UIN Sunan Kalijaga Yogyakarta held the 2026 Workshop on Drafting Job Descriptions for the Scholarly Work Assessment Team (TPKI) and the Academic Integrity Committee (KIA) on Thursday, October 22, in the Saifuddin Zuhri Meeting Room on the second floor.
The workshop is a strategic step for UIN Sunan Kalijaga in strengthening a system for assessing lecturer academic promotion that is professional, transparent, and accountable. With clear task descriptions, each team is expected to exercise its authority proportionally, avoid overlapping work, and ensure that the assessment process follows applicable regulations.
The workshop was attended by Prof. Dr. Istiningsih, M.Pd., Vice Rector for Academic Affairs and Institutional Development; Prof. Moch. Sodik, M.Si., Vice Rector for General Administration, Planning, and Finance; deans; the Director of the Graduate School; the University Senate; the Senate Secretary; lecturers; administrative staff; and the review and analyst team from OKH (Organization, Personnel, and Law Division).
In her welcome remarks, Prof. Istiningsih stressed the importance of a clear division of duties and responsibilities in assessing lecturer academic promotion. Drafting job descriptions for the Scholarly Work Assessment Team (TPKI) and the Academic Integrity Committee (KIA) is an important step toward building a shared understanding of each team's authority, while ensuring that assessment is professional and accountable.
She also highlighted the importance of care, objectivity, and fairness in assessing lecturers' scholarly work. With about 190 professors assigned as assessors, a consistent understanding of regulations and assessment mechanisms is needed so that every decision can be justified and give lecturers certainty in developing their academic careers.
Through the workshop, UIN Sunan Kalijaga is expected to strengthen coordination among teams, clarify the limits of authority, and maintain a balance among administrative requirements, academic quality, and scholarly integrity in the promotion process.
Prof. Sutikno, S.T., M.T., of Universitas Negeri Semarang served as the resource person, presenting "Credit Point Assessment Team, Integrity Committee, and Assessors: Understanding Roles and Processes in Lecturer Academic Promotion." The session was moderated by Dr. Raden Rachmy Diana.
The workshop focused on understanding the latest regulations on lecturer development, professional growth, and careers, including provisions governing religious studies and other fields. Regulations of particular interest included Minister of Religious Affairs Decree (KMA) No. 949 of 2026 and provisions from the Ministry of Higher Education, Science, and Technology on lecturer academic promotion.
A stronger grasp of these regulations is important given the assignment of about 190 professors from various faculties at UIN Sunan Kalijaga as assessment team members for lecturer academic promotion, particularly for proposed promotions to Associate Professor (lektor kepala) and Full Professor. This responsibility demands consistent assessment standards, thoroughness in examining scholarly work, and objectivity in determining academic eligibility.
In his presentation, Prof. Sutikno outlined the assessment framework for lecturer academic promotion, emphasizing the different functions of three main elements: the Credit Point Assessment Team, the assessors for lecturer academic promotion, and the Academic Integrity Committee.
The Credit Point Assessment Team assesses performance and achievement credit points in line with applicable rules. Assessors, meanwhile, evaluate the portfolio and the substance of a lecturer's academic competence. The Academic Integrity Committee focuses on integrity, ethics, and compliance with academic principles.
This division of roles was a key concern in drafting the TPKI and KIA job descriptions. Clear duties, authority, and coordination flows are needed so that assessment can run effectively without compromising thoroughness or the quality of decisions.
Beyond the administrative and substantive aspects of assessment, the workshop also discussed the importance of clarifying the meaning and boundaries of academic integrity, including the moral integrity and character of lecturers applying for promotion.
Academic integrity concerns not only compliance with procedures but also honesty, responsibility, and ethics in producing and publishing scholarly work. Issues of concern include plagiarism, data fabrication and falsification, unjustified duplicate publication, authorship discrepancies, and invalid publication claims.
These aspects must be examined based on relevant rules and evidence so that integrity assessments are careful, fair, and accountable. In this way, academic integrity helps protect the credibility of the promotion process and the quality of lecturers' career development.
In the discussion session, participants also received explanations of changes in the policy for assessing credit points and academic rank, including the shift in assessment mechanisms and regulatory developments that affect academic career development. Understanding these changes is necessary so that the assessment teams' work stays in line with the latest rules.
Through this workshop, UIN Sunan Kalijaga seeks to build a shared understanding among the parties involved in assessing lecturer academic promotion. Measurable job descriptions are expected to serve as a basis for more effective coordination, clearer division of responsibilities, and an accountable evaluation process.
Strengthening assessment governance is also part of UIN Sunan Kalijaga's commitment to maintaining academic quality and scholarly integrity. With a professional, objective, and fair assessment process, lecturers' career development is expected to go hand in hand with improvements in the quality of the tridharma (the three pillars of higher education) and the institution's academic reputation.
